How do I get my cockatoo to play with its toys?

I actually have many questions, but here are the most pressing two. I have a male sulpher crested cockatoo that is about 18 months old, which my boyfriend and I have had for 3 days now.
First, I have read that they need many toys as to not get bored. However, no matter what we give him, he won't get near the toys. It actually seems he's very afraid of them and will not get near any of the items we've put into the cage (we have a very large cage). We've put in a wooden ladder, a second perch, and a rope toy. He hasn't neared any of these. I also have a colorful wooden toy, great for chewing it seems, but he gets on the defensive when I bring it near him, so have left this out of the cage. What do I do?
Second, he seems to be rather gentle in his demeanor when i approach. However, when my boyfriend gets near him, I'm not sure if he's excited or angry, but he gets very aggressive. He bangs his beak against the cage, he'll let my boyfriend stroke him a little bit and will then suddenly attack him, will follow my boyfriend's every movement and attack the cage with his beak (trying to bite), and sticks his leg (claws) out in a gesture to grab it. What does this mean?
Please advise. We are getting worried, as i think he's starting to pluck his feathers too. He pulled out a couple of yellow feathers from his head. :(
